Program / Department Summary



  • The Mercy Corps Finance Department is responsible for all financial functions in Abuja, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.

  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.


General Position Summary



  • Under the supervision of the Senior Finance Officer, the Finance Assistant reconciles various bank accounts at the field, analyzes and reconciles items and provides staff with practical guidance on how to close these items.

  • Systematically follows up long outstanding items and long outstanding open cases for bank reconciliations. Maintains appropriate finance records for the work performed.


Essential Job Functions
Follow all Mercy Corps policies, procedures, grant compliance and documentation requirements.



  • Prepare and maintain filling records of all program activities and other related financial documents.

  • Implement and make sure all Mercy Corps Field Finance Manual, procurement, assets

  • Receive requests for funds from teams within program sites for activities, check and process requests.

  • Prepare payment authorizations. Follow-up on timely disbursement of funds to the staff in these regions.

  • Receive, reconcile and submit financial returns from the sub field office to Field office -finance office for account registration purposes.

  • Identify and follow up on outstanding obligations.

  • Match invoices/receipts with payment vouchers, GRN and other required documents.

  • Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.

  • Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.

  • Keep all finance documents and reports are properly filed, labeled and stored in a clear and easily accessible manner following FFM.

  • Be adaptable and flexible to take new tasks and new assignments as requested from time to time.

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

  • Receive, check and submit travel advance claims from field based

  • Check and follow up on settlement of personal telephone and sat phone bills for staff.

  • Keeps record of all cash, bank, advances and regularly updates

  • Carries out weekly cash counts and whenever requested by the Senior Finance Officer, Finance Manager, Country Director and official auditors directed by the supervisor.

  • Prints off all payment vouchers and matches with the documents to be filed.

  • Pays or receives authorized bank payments and receipts.

  • Makes sure all required documents are attached; calculations are correct, appropriate approvals and reviews made per the AAM before payment of any cash or bank payments.

  • Enters transactions to the accounting software under the supervision of the Senior Finance Officer whenever required.

  • Ensure compliance with GAAPs, Nigerian, US laws and standard accounting practice.

  • Code all expenditures following the standard chart of accounts, coded budget and record to the accounting software or recording system daily and ensure weekly review and posting.

  • Any Other duties as assigned

Knowledge and Experience



  • Diploma or advanced certificate or equivalent in Accounting or Finance is required.

  • 1 years’ experience in handling cash and accounting.

  • Computer skills in MS Office programs, particularly Excel and accounting software experience.

  • Excellent oral and written English skills

  • Willing to travel to Mercy Corps offices and take temporary assignments..

  • Any Finance experience is preferred.

  • Accounting skills and experience in general ledger, journal entries, payroll, cash/bank mgt.

BACKGROUND

The Educating Nigerian Girls in New Enterprises (ENGINE) II Programme is funded through the Girls’ Education Challenge (GEC) of the Department for International Development (DFID) and is implemented across the three Nigerian states of Kaduna, Kano, Lagos and the Federal Capital Territory. Mercy Corps leads the implementation of the programme.

ENGINE II (April 2017 to March 2020) is a sequel to ENGINE 1 (October 2013 to March 2017). The first phase of the programme was successful in reaching over 24,000 marginalised in-school girls (ISG) and out-of-school girls (OSG), of which 21,162 girls were retained for continuation into the ENGINE II programme.

The primary objective of ENGINE II is to increase the literacy and numeracy (learning outcomes) of the retained 21,162 retained girls, now aged between 18 to 23 years old. The program also seeks to facilitate girls’ “transitions” into higher academic grades and/or a range of economic opportunities (vocational training, entrepreneurship).

To sustain the programme’s impact, Mercy Corps works directly with government (State and Federal), school stakeholders and community members to transfer ownership of successful programme interventions.

ENGINE II is currently in its inception phase. Implementation of the programme is scheduled start in April 2018 upon completion of a baseline evaluation

CONSULTANT – CREATING ALTERNATIVES TO EARLY MARRIAGE FOR ADOLESCENT GIRLS – CAEMAG

ABOUT THE PROGRAM 

Mercy Corps is currently operating an adolescents’ program, investing in the Safety and Integrity of Nigerian Girls (I-SING)1. Funded by the European Union Trust Fund for Africa, I-SING addresses the unique needs of adolescent girls and boys in a humanitarian crisis.


I-SING will target a total of 12,000 adolescent girls and 5,000 adolescent boys through the Safe Space model, in which small groups of girls or boys meet weekly to build friendships and learn life-skills, including topics such as positive attitudes, self-esteem, creativity, consensus building, leadership, decision-making, goal-setting, and how to manage peer pressure. Older adolescents (aged 15 to 19), learn basic financial literacy and how to establish and operate Village Savings and Loans Associations (VSLAs)2. Following their training in financial literacy, the older adolescents will receive livelihood grants to help them establish or improve upon an existing safe income generating activity.


In partnership with the Ford Foundation, Mercy Corps will assist the same older adolescent girls selected to receive a livelihood grant with vocational training, greatly improving their likelihood of success when establishing a safe income-generating activity. Mercy Corps has already established Safe Spaces for adolescent girls in both Borno and Gombe States. The training on financial literacy and VSLAs will start in August/September 2017, making this the ideal time for the partnership with Ford Foundation to commence as well. Although the program will focus primarily on out-of-school girls, Mercy Corps will also assist in-school girls in acquiring vocational training when appropriate and on the condition that it does not affect girls’ ability to continue schooling. For example, receiving training a couple of afternoons a week will not be an issue, but a full-time apprenticeship would disrupt schooling significantly.


This program will be implemented in Biu, Hawul, and Kwaya Kusar Local Government Areas (LGAs) in Borno State and in Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye LGAs in Gombe State.


In partnership with the Ford Foundation, Mercy Corps will work toward the following goal: Adolescent girls are economically empowered and able to engage in safe livelihoods. The theory of change underlying this program is that providing select adolescent girls with access to vocational training, however informal, will help them alleviate their vulnerabilities to early marriage and unsafe income generation, while improving their personal agency. When girls have the opportunity to earn an income and gain economic status in their family, they reduce the risk of early marriage which is often used as an economic coping strategy. Targeting adolescent girls also has a cascading effect, as, given the opportunity, girls and women reinvest 90% of their income in their families.


By achieving this goal, the program will also:


Reduce the risk of early marriage and pregnancy by providing adolescent girls with the skills needed for safe work.

Improve the status and decision-making power of adolescent girls in their households as they will be recognized as economic actors and contributors to their family’s income.

Enhance livelihoods opportunities for adolescent girls by providing them with skills that allow them to join the workforce.

Mercy Corps will connect adolescent girls (aged 15 to 19) with vocational training in their local communities. All of the adolescent girls will also be taught basic financial literacy, the VSLA methodology, and receive a livelihood grant, allowing them to make the best use of the vocational training they receive.

Mercy Corps will use a phased approach, with activities starting in the three LGAs in Borno State (Biu, Hawul, and Kwaya Kusar) prior to the activities rolling out in the five LGAs in Gombe State (Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye).

This will complement the implementation of the EU-funded I-SING initiative, as it will allow the program team to iterate the approach and apply lessons-learned from one location to the other. Together with Ford Foundation, Mercy Corps will work in 27 communities and assist up to 2,800 adolescent girls.


Objectives of the Baseline Survey

To conduct market and vocational Skills’ Needs Assessment to Identify and map skilled artisans and trainers in the communities.

To identify safe vocational and livelihood opportunities for adolescent girls acceptable by parents, gatekeepers and in demand by local artisans

Identify the resources and vocational skills considered necessary for adolescent girls to engage safely in a livelihood in their local community.

To identify viable and profitable livelihood options adolescents girls can be linked to

To collect data relating to the indicators in the project log frame, that will be used to monitor the project

Program Outcome Indicators

The project aims at achieving the following three outcomes:


OC1: % of Adolescent girls (15-19) that report meaningful participation in decision making at Household level

OC2: % of adolescent girls (15-19) who report control over their cash earning

Specific Tasks to be done by the Consultant

The baseline survey will include undertaking the following key tasks:


Develop appropriate survey instruments that include questionnaires, FGD checklists, In-depth Interview questionnaires etc. Prior to survey implementation, Mercy Corps will review tools and methodologies and approve their use. These tools will be field-tested and inputs of the pre-test will be incorporated.

Train, supervise and manage data collectors.

Organize and implement the survey.

Compile and collate the data collected, both qualitative and quantitative.

Analyze the data and make a comparative analysis of the findings (status of relevant indicators)

Develop a draft survey report and submit to Mercy Corps for feedback.

Produce a final report, incorporating feedbacks from Mercy Corps.

The survey is planned to take place in January 2017. The preparation, fieldwork and report writing will take a maximum of not more than 25 days.

PROJECT SUMMARY/BACKGROUND

Mercy Corps’ through funding from the US Government (USAID) is implementing ECPN (Engaging Communities for Peace in Nigeria) program. ECPN aims to reduce violence in North Central Nigeria through strengthen the capacity of farmer and Pastoralist to resolve disputes in an inclusive and sustainable manner; leverage social and economic opportunities to build trust across lines of division; and foster engagement among farmer-pastoralist communities, local authorities and neighboring communities to prevent conflict. Mercy Corps will use two unique approaches in three target states.


Over two year Mercy Corps has worked in Nasarrawa and Benue states, using a two pronged approach, mitigation and prevention of conflict, by multiple activities which build on each other to achieve the aforementioned goals. Mercy corps conducted baseline study in 15 sites, randomly selected 10 communities as treatment sites, commenced implementation of program activities in January 2016 and has ever since been systemically carrying out peace building activities. The program conducted analysis of the conflicts and actors; trained local leaders to negotiate and mediate conflict situations to prevent escalations and reach all-inclusive, satisfactory, and sustainable agreements; facilitated joint community-led conflict prevention forums where farmer and pastoralist address root causes of conflicts by drawing up plans and executing such plans; and creating links with government, neighboring communities, and security agencies to create systems that will promptly pick up early warning signs and respond to such signs to prevent escalation.


Also leveraging on social and economic opportunities that existed but were weakened after incidents of conflict, Mercy Corps through quick impact and natural resource initiative projects focused on building trust across lines of division.


POSITION OBJECTIVE/PURPOSE

The purpose of the data collection is to provide data set for quantitative evaluation of impact levels against baseline. Baseline was collected in 15 sites in 2015. Endline data would be collected in these sites once more. And this would be used for impact evaluation purposes or as assessment of success of the program as regard achieving its objective and contributing to the broad goal. Data collection will begin in the second (2nd) week of January 2017 and last for three weeks.


SCOPE OF WORK /RESPONSIBILITIES

The field enumerators will:

Get familiar with data collection tools and study protocol

Attend study orientation and data collection training

Orient and guide the Mercy Corps project team on likely sensitivities that could affect the usage of the survey tools within the target communities

Conduct Key informant interviews (KII) with selected stakeholders in the selected communities

Work collaboratively with ECPN project and MC M&E team to ensure successful implementation of the baseline study

Review filled data collection tools to ensure completion and quality of data

Provide guidance and clarifications at data analysis stage regarding collected data as needed

Play a key role in the mobilization of community respondents for the survey.

The duration of this assignment is 16days


QUALIFICATIONS AND PERSONAL ATTRIBUTES

Qualifications in the fields of the Social Sciences, Economics, Development Studies or Statistics.

A sound track record in developing and conducting research

Proven skills in the use of mobile device for data collection

Experience in conducting quantitative and qualitative research in Northern part of Nigeria

Experience working in the selected communities and a good understanding of the local dialects is preferred.

Experience in data collection and analysis using participatory methodology.

Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.

Strong command of English and Hausa or Tiv or Fulbe (Fulani). Do not apply if you do not have command of any of the additional language sets.

General Position Summary

  • The Administration Officer will be responsible for the smooth running of all administration functions in support of the humanitarian Program.

Essential Job Functions


  • Facilitate the smooth flowing of routine, administrative work of the Mercy Corps office and program support operations;

  • Enforce adherence to Mercy Corps administrative, IT, HR and logistics procedures and staff policies by support staff;

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.


With the recognition of the protracted crisis in Northeast Nigeria, Mercy Corps’ strategy and expansion plans aim to address the root causes of the crisis and seek to build long term resilience of communities with integrated programs focusing on the recovery of markets and livelihoods, social cohesion and social protection, and youth empowerment with emphasis on adolescent girls and boys. With multiple funding streams from large institutional donors and foundations, Mercy Corps’ programs in Northeast Nigeria continue to scale up and serve communities by transitioning them from humanitarian aid to early recovery programs.


GENERAL POSITION SUMMARY

The Program Manager is responsible for the overall management and coordination of two programs focusing on agricultural livelihoods, livestock and markets. The Program Manager provides technical leadership, supervises program staff, and coordinates the implementation of all program activities. The Program Manager will promote a culture of constant program improvement, mentor the program team, integrate monitoring and evaluation into program activities and ensure the delivery of high-quality program that delivers impact.


The first program aims to revitalize the poultry livelihoods and markets in the context of Northeast Nigeria.

The Northeast Conflict Management and Stabilization (NE CMS) Program is an expansion from a pilot phase implemented from August 2016 to March 2017. The program is implemented in a consortium with Center for Humanitarian Dialogue, Center for Civilians in Conflict and Okapi Consulting with Mercy Corps being the lead. The program will result in increased peace within and between communities, and increased confidence in government and security institutions to address the root causes of conflict and violent extremism in Borno State. The consortium will strengthen protection of civilians, support social cohesion, address the root causes of violent extremism and contribute to conflict management in Northeast Nigeria by: a) strengthening government and civil-society efforts to address key grievances; b) increasing economic and social engagement opportunities for youth; c) promoting reconciliation and transitional justice at a community level; d) supporting civilian protection and improving civil-military relations; e) laying the groundwork for successful reintegration of former members of violent groups, their victims and IDPs; and f) promoting positive alternative narratives through radio.

PROJECT MANAGER, USING AIRWAVES FOR STABILITY IN THE LAKE CHAD BASIN” (UAS – LCB) PROJECT

PROGRAM / DEPARTMENT SUMMARY

The “Using Airwaves for Stability in the Lake Chad Basin” (UAS – LCB) Project is aimed to support Dandal Kura Radio International (DKRI), a Kanuri-language radio station operating in the Lake Chad Basin region through studios in Maiduguri and N’Djamena (reaching audiences in North East Nigeria, Cameroon, Chad and Niger). The support would include coordination with DKRI to produce and air news, current affairs and special content programming to increase understanding of, and support for, the de-radicalization, rehabilitation and reintegration of current and former members of violent extremist groups. This project will result in reduced support for violence, greater openness to reintegrating returning ex-combatants into communities and greater community agency to drive their futures with accurate, credible information.


GENERAL POSITION SUMMARY

The UAS-LCB Project Manager is responsible for the day-to-day implementation of the project including close cooperation with the DKRI staff to ensure delivery of all project results. The Project Manager will work closely with the Director of NE Programs, Head of Office, and support staff (including finance, operations, and administration) to ensure that activities are implemented according to schedule, budget and required quality. UAS-LCB Project Manager reports directly to the Director of NE Programs.


Among other key functions of the Project Manager is to support the research on impact of radio messages, and carry out assessment and monitoring activities with a view to ensure the achievement of the  planned project impact. S/he will lead and organize a series of policy dialogues to discuss the findings of the research and develop strategic communication plans, ensure dissemination of the research findings, and mobilizing government officials for strategic communications trainings.


ESSENTIAL JOB RESPONSIBILITIES

Project Management

Oversee the full program cycle for project activities: start-up, implementation, and close-out of the project;

Develop activity workplans and manage day-to-day activity implementation;

Ensure that program implementation meets targets, and is carried out in line with best practices;

Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained;

Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.

  • Since the late 1990s, Mercy Corps has managed over 100 peacebuilding projects in over 30 countries and regions, making Mercy Corps a true leader in the field. We currently implement 34 peacebuilding programs globally.

  • In Nigeria, Mercy Corps is currently implementing several conflict management programs, focused on reducing violent conflict between farmer and pastoralist communities, preventing election-related violence, and increasing peace between religious groups.

  • Mercy Corps is expanding its conflict management programs in the Middle Belt, the Northeast, the Niger Delta and Southeast of Nigeria within the Engaging Communities for Peace in Nigeria (ECPN) program, funded by the US Agency for International Development (USAID).

  • This four-year program aims to reduce violence in Nigeria’s Middle Belt states by peacefully preventing and resolving farmer-pastoralist conflicts; build the capacity of influential local CSOs with mandates in peacebuilding and conflict management/mitigation.

  • The two-year extension will enable Mercy Corps to guide NE-based CSOs through the full cycle of project management while utilizing an experiential approach that encourages learning-by-doing. By the end of the project, we will have built a network of local partners with the capacity to apply for grants from international donors and implement high-quality peacebuilding programs.

  • This increased local capacity will enable greater local ownership of peacebuilding initiatives, and ensure more impactful and cost-efficient investments that can be sustained over the longer-term.

  • The program will work with communities in select local government areas in Benue and Nasarawa states; work with select Northeast-based peacebuilding CSOs from Adamawa, Borno, Gombe and Yobe states; work with select USAID implementing partners (IPs) from Niger Delta region and Southeast Nigeria

General Position Summary


  • Mercy Corps’ Engaging Communities for Peace in Nigeria (ECPN) will establish a Small Grants Fund (SGF) through which each of the selected Northeast CSOs can apply to implement projects that contribute to the overall objective of promoting peace and decreasing violence in NE Nigeria.

  • The Organizational Development and Grants Manager will therefore perform variety of tasks including capacity development support to Northeast civil society organisations as well as systems and procedures for grants disbursement.

  • The Organizational Development and Grants Manager will develop results-oriented strategies, design and mainstream policies, methods and tools for grant disbursement and capacity development support to Northeast civil society and partners organisations.

  • The SGF process – from design, to implementation to monitoring and evaluation – is an opportunity for target Northeast CSOs to apply concepts and skills covered under the organization and technical capacity building components.

  • It will be specially designed to prepare CSOs for larger funding processes, and Mercy Corps will provide coaching and support as necessary throughout the process.

  • Furthermore she/he will contribute to the development of Northeast civil society networks, represent Mercy Corps/ECPN in coordination forums and liaise with relevant authorities, donors and civil society organisations.

Responsibilities
The specific tasks will include:


  • Provide technical assistance and adequate training to program staff and strategic guidance to management in regards to all aspects of organizational capacity building and grants management to local civil society organizations.

  • Provide tools and methods for organisational development and community mobilization.

  • Provide systems and procedures for grant disbursement to civil society partner organizations.

  • Work closely with the Organizational Capacity Building Advisor and ECPN team to ensure adequate capacity is developed to support local civil society partners.

  • Contribute to the development of Northeast civil society network and coordinating body and its linkages with international networks.

  • Organize and lead pre-solicitation meetings for partners.

  • Participate in evaluating grant applications.

  • Conduct pre-award survey for potential grantees.

  • Perform the initial pre-award assessments and compliance checks of local CSOs in accordance with USAID grant guidelines and procedures.

  • Provide technical guidance to develop/strengthen partner organization’s administrative and financial management systems and structures.

  • Support the establishment of Small Grants Fund to allow local partners to utilize the ‘learning by doing’ approach and prepare them for larger funding processes.

  • Perform other tasks within the field of competency as assigned by the Organizational Capacity Building Advisor.

PROGRAM/DEPARTMENT SUMMARY

I-SING project is a 2 year funded project by the EU- Trust fund. The position is based in Biu with travel to Gombe and Maiduguri on a regular basis.

The project’s focus is on adolescent girls and boys using the safe spaces model. The project works with IDPs, returnees and the host community. The overall objective of the program is to improve the safety, livelihoods and personal agency of adolescent girls in North East Nigeria.


GENERAL POSITION SUMMARY

The project officer will be responsible for supporting activities in the intervention communities of ISING program. S/He will be responsible for supporting the implementation of strategic, impactful, and high-quality programming.

The project officer will report to the Deputy Programme Manager and work collaboratively with the Program Manager as well as fellow program staff.

S/he will work extensively with other sectors to ensure that all program activities are implemented successfully and timely.

I-SING INTERN

PROGRAM/ DEPARTMENT SUMMARY

Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from humanitarian donors including OFDA, FFP, EU tryst Fund and ECHO, the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors.

Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.

Mercy Corps plans to implement a program in 3 states “ISING” or Investing in the safety and integrity of Nigerian girls targeting adolescent girls and boys affected by the conflict in the Northeast.


Learning Objectives

This position will offer the intern an opportunity to understand what Mercy Corps stands for as well as understand the Humanitarian program in Borno State. Working in the I-SING department the Intern will be able to learn how to plan and prioritize work schedule in a fast demanding work environment, in addition to working with adolescents and the community in general.

The Intern will work with other team members in I-SING as well as other programs and should be able to develop good working relationship with the rest of the team.

Major part of the job responsibility will be to support in the monitoring of safe spaces and support with the logistical arrangements of moving to the field and participating in community sensitization.


RESPONSIBILITIES

Under the direction of the Program Manager, the Intern will be responsible for the day to day support to the department specifically:

Work with the program assistant’s in collecting and compiling all the I-SING documents such as safe spaces data, beneficiary lists ensuring they are filed both ins hard and soft copy.

Under supervision raise PR’s for hotel bookings for any trainings and workshops

Track all the items that shall be purchased for the use of safe spaces such as training material, and refreshments

Support in conducting spot checks for mentors and coordinators, whilst collecting data on attendance

Support the protection officer in conducting community sensitization in identified communities

With the support of the assistant’s, track I-SING costs and take the department’s inventory and make request in time to ensure there is no stock out for the safe spaces

Support the M&E officer in data cleaning as requested


Deliverables

With the support of program officers, contribute to all fieldwork, including identifying beneficiaries, participating in distributions, monitoring and supporting beneficiaries during spot checks coordinating with community leaders and other stakeholders and other field-based tasks as assigned.

Support in conducting monitoring and data collection as directed by the Deputy Program Manager assisting with specific surveys or assessments as needed

Support the program assistants in tracking costs as well documentation and filing of all program related files

WORKING CONDITIONS

The program has lots of activities to be implemented that need to be completed within strict timelines. The intern will be expected to work beyond the normal working hours some days and should be able to cope with pressure of doing every task fast, effectively and efficiently.

Office space as well as working equipment is limited and Intern will have to cope with sharing space as well as equipment with the other team members.

Description


  • Mercy Corps is looking for a strong deputy team leader to provide technical oversight and lead guidance to the implementation of Mercy Corps program in Borno state.

Responsibilities

Mercy Corps Nigeria with funding from DFID is implementing Youth Stabilization Initiative for the State of Borno (YOU-SB) programme aimed at reducing the vulnerability of the male and female youth to radicalization and recruitment by extremists groups in Borno by addressing the root causes of violence.


Mercy Corps Nigeria seeks to engage an interested and qualified candidate as a consultant to conduct a youth-led labour market assessment (LMA) which will also include private sector mapping in YOU-SB project sites in Borno.  The findings from this research will inform the program’s livelihoods, gender, and private sector engagement strategies with the given YOU-SB participants in mind. The study will include a combination of quantitative and qualitative research methods and will build upon initial findings from Mercy Corps’ research findings from April 2016 report, “Motivation and Empty Promises: Violence of Former Boko Haram Combatants and Nigerian Youth” and it’s September 2016 follow on, “Gifts and Graft: How Boko Haram Uses Financial Services for Recruitment and Support”.


LABOUR MARKET ASSESSMENT AND PRIVATE SECTOR MAPPING CONSULTANT


PROJECT LOCATION(S): Field based – Maiduguri, Biu and Damboa, Borno State


LMA PRINCIPLES:

Market Driven.

Understanding that YOU-SB livelihoods activities must be relevant to realities on the ground, we will employ a market-driven approach throughout the duration of the project. YOU-SB will first identify local opportunities for youth employment and self-employment and will then work to match YOU-SB participants appropriately and accordingly (based on skills relevancy, livelihoods activities learners are engaged in currently or other potential but untapped livelihoods opportunities).


Following this market-driven process, subsequent assessments will follow on an iterative basis after the original LMA must have been conducted to ensure that YOU-SB is a— of market dynamics which may impact youth in their pursuit of sustainable livelihoods. YOU-SB will work to ensure that its interventions are rooted in economic realities which bridge the gap between the supply (youth equipped with market-driven skills) and demand (needs of the labor market). YOU-SB will also ensure appropriate linkages with other ongoing youth livelihoods programs in Borno state.


Youth-led and Participatory.

An integral component of the assessment process is youth participation. YOU-SB will focus on building capacity, creating relationships and addressing misconceptions. Selected young people, identified by YOU-SB staff, will contribute to the tool development process as well as the assessment implementation. Via this process, young people will build invaluable market research and life skills (such as communication and professionalism), as well as gain a better understanding of local economic realities. YOU-SB will engage young people in the assessment process where possible, as youth-led programming is a key element of the program.


Up front focus on high success activities to stimulate catalytic change.


The assessment will place immediate focus on identifying potential leaders who can introduce and disseminate required skills, technologies and practices to targeted youth. Based on the findings of the Mapping Activity, the LMA will verify communities and towns that offer unique opportunities and highest returns for different skills and enterprises.


PURPOSE / PROJECT DESCRIPTION:

YOU-SB partners with civil society, government actors, and traditional community and religious leaders in Borno State. The programme is implemented in three Local Government Areas; Maiduguri, Biu and Damboa. Our core interconnected objectives are as follows:

Strengthen the capacity of civil society to positively influence the public discourse on drivers of instability

Increase trust in government through joint community-government initiatives to reduce youth participation in violence

Strengthen and expand government efforts to support youth to fulfil their economic ambitions and reduce their vulnerability to financial inducements from violent

Amplify existing counter narratives to prevent youth participation in extremist group

Consultant Objectives:

The consultancy contributes directly to overall objective of the Youth Stabilization Initiative for the State of Borno (YOU-SB) programme under Objective 3: Strengthen and expand government efforts to support youth to fulfil their economic ambitions and reduce their vulnerability to Boko Haram financial inducements.

For this activity, the YOU-SB program will engage with the relevant state government ministries including the Ministry of Youth and Sports, the Ministry of Labour and Employment as well as the Ministry of Women Affairs and Social Development at different stages of activity planning and implementation.

Consultant Activities and Deliverables:

The Consultant will:


Design LMA methodology and research tools

Lead the mapping of existing economic activities and employment preparation activities and employment preparation activities – young people in Borno state, Nigeria

Identify the most promising employment and self-employment opportunities for YOU-SB participants, primarily in the informal sector

Identify high potential growth sectors, hiring trends, and forecasts

Analyze the constraints to the current labour market system for youth with low literacy in project sites

Analyze selected value chain constraints to take advantage of identified opportunities for youth with low literacy in YOU-SB project sites

Develop livelihoods strategies and recommendations for the short, medium, and long term for youth with low literacy in project sites

Develop best practices and systems for iterative market research

Build capacity of Borno state government and youth leaders with regards to market research and private sector engagement

Provide a technical report on the process, lessons learnt and practical recommendations on project design based on the assessment results

Timeframe / Schedule:

The period of this consultancy is a maximum of 30 days


This consultancy needs to start from 28 November 2016 with an estimated timeframe of 30 days, including travel, preparation and training and can be a combination of in-country and home based working days and can be also non-continuous. The following is an indicative timeframe:

REQUIRED SKILLS AND EXPERIENCE

Post-graduate degree in social sciences, business, economics, public administration public policy, statistics or a field relevant to the TOR requirements. Ph.D. preferred.

Minimum of 5 – 10 years field experience in complex conflict areas; cross sectional experience would be an added advantage.

Past experience with assessing issues around labor market demand and supply to draw strong and valid conclusions especially in the North East Nigeria.

Experience in interactive and participatory trainings techniques as well as deep knowledge in local economic development.

Clear knowledge and understanding of the added value represented by the youth participation.

Excellent interpersonal skills and ability to work in a multicultural team or environment.

Excellent communication and report writing skills.

Language:

Fluency in English (written and oral) and Hausa.
