The Institute of Human Virology (IHVN) is a leading and reputable indigenous non-governmental organization
implementing comprehensive HIV/AIDS prevention, care and treatment, Multi-Drug Resistant TB, Malaria and Research Programs, in partnership with the different tiers of the Government of Nigeria, health facilities and Community Based Organizations.
As a Sub-Recipient to National Malaria Elimination Program on the Global Fund Malaria New Funding Model Grant, we require the services of an indigenous resourceful candidates for the vacant positions:
Senior Program Officer- Multi_Drug Resistant Tuberculosis (Global Fund Grant)
Location: Central Office, Abuja.
Overall Responsibilities
- S/he has responsibility for coordinating all IHVN Global Fund supported MDR TB activities in the State, ensuring that Program targets are achieved within defined timelines and as outlined in the workplan.
- S/he must demonstrate capacity to provide technical support to the State Ministry of Health (State Tuberculosis &Leprosy Control Team), Local Government Tuberculosis and Leprosy Supervisor (LGTBLS), and Community Based Organizations and Treatment Centers in implementing the program deliverables.
Key Working Relationship:
- Internal: HOD Community Medicine, State Manager, Associate Director, GF Program Coordinator and Other members of the MDR-TB team External: National TB and Leprosy Control Program Team, Treatment Centers, Community Based Organizations and other Tuberculosis Implementing Partners.
Qualifications Skills
- MBBS and Postgraduate Medical Fellowship or a First Degree in Medicine, Nursing, or Pharmacy and a Postgraduate degree in Public Health with a minimum of 10 years proven work experience and expertise in the implementation of public health programs especially TB
- Knowledge of TB/HIV
- Demonstrable knowledge of the Nigerian health system and social networks
- strong inter-personal and public relations skills,
- Excellent English language oral and written communication, with proficiency in MS Office suite, including Word, Excel and Outlook.
Specific Responsibilities
- Collaborate with the National, State, LGAs and Treatment Centers/health facility / Community on MDR- TB teams in implementation, monitoring and evaluation of program deliverables.
- Ensure that program activities are implemented according to the work plans, approved deadlines, and within the budget limitations in the assigned state.
- Coordinate the activities of other team members within the State to ensure smooth and efficient program planning and implementation of activities.
- Advocate support for community MDR TB activities on behalf of IHVN to key stakeholders at State and LGA levels for sustainability.
- Participate actively in the planning, organizing, conducting and evaluation of training for general health care workers in the public sector/DOT Centers in collaboration with the State Tuberculosis Leprosy Control Officers (STBLCOs).
- Ensure relevant recording and reporting documents are available and adequately utilized.
- Represent IHVN in all meetings with State Ministry of Health, development partners and other stakeholders at the State/LGA level.
- Actively participate in integrated supportive supervision and hands-on organized by STBLCOs and Tuberculosis Leprosy Supervisors (TBLS) on key activities on follow up investigations for ambulatory phase of treatment.
- Provide oversight functions to Lead CBOs in the activities of the Treatment Supporters.
- Support the STBLCOs in developing operational work plans for State TB Leprosy Control activities
- Work with the STBLCOs to mitigate challenges and proffer solutions.
- Perform other roles as may be assigned by the HOD Community Health, Regional/States and Program Coordinator.
Program Officer – Global Fund Malaria New Funding Model Grant
Location: Central Office, Abuja.
Overall Responsibilities
- S/he has responsibility of assisting the State Program Officer coordinating IHVN Global Fund supported malaria activities in the State, ensuring that program targets are achieved within defined timelines and as outlined in the workplan.
Key Working Relationships:
- Internal: Head of Department Community Medicine, Associate Director Care and Support, Associate Director, GF Malaria Program Coordinator and Other members of the GF team
- External: National Malaria Elimination Program (NMEP), Community Based Organizations and other Malaria Implementing Partners.
Specific Responsibilities
- Develop and assist in developing program documents, including work plans, and technical briefs for IHVN management, NMEP, The Global Fund, and other key stakeholders.
- Coordinate the planning and implementation of all malaria program activities by technical teams at Central and State levels, according to approved work plans and within the stipulated timelines and budget limitations.
- Attend relevant meetings with NMEP, development partners and other stakeholders at the national and state level and Malaria technical working groups.
- Ensure all members of the Community Medicine department understand Malaria program priorities and promote buy-in from team members.
- Provide technical support to IHVN State Offices on the implementation of state work plans and other activities at the State level.
- Organize and participate actively in monitoring and hands on mentoring of state and facilities’ staff on key deliverables and monitor state level performance on allocated targets.
- Participate in malaria program review meetings.
- Ensure that all required reports are prepared and submitted within the expected time frame.
- Coordinate and participate actively in the planning, organizing, conducting, facilitating and evaluation of capacity building activities for IHVN staff and health care providers of implementing facilities, in collaboration with IHVN Training Department, State Officesand NMEP.
- Evaluate program achievements and use findings in facilitating improvement strategies to achieve desired targets.
- Identify research opportunities that will translate into improved quality of services and program implementation.
- Support social mobilization activities in collaboration with other partners to accelerate demand for services at the health facilities and community levels.
- Work with the State Program Officersto mitigate challenges and proffer solutions
- Perform any other role as assigned by supervisors.
Qualifications and Skills
- Degree in Health Sciences or Basic General Nursing and Midwifery Certificate or HND Community Health is required. A Postgraduate Degree in Public Health or other health related disciplines will be an added advantage.
- The Candidate should have at least 5 years of relevant experience in public health or related field
- Knowledge and experience in malaria control and eradication
- Demonstrable knowledge of the Nigerian health system and social networks,
- Strong inter-personal and public relations skills,
- Excellent English language oral and written communication, with proficiency in MS Office suite, including Word, Excel and Outlook.
